Guillermo A. Moran  Velasquez is a Fisheries Engineer at the Federal  Rural University of Pernambuco (UFRPE) in Brasil. 
                   
                    Moran has  been working in the fisheries sector in Ecuador for the past 24 years, taking  over different roles, such as:  
                   
                    Director  of the National Observer Program at  the National Fishery Institute.  
                   
                    Coordinator of  the PATRA Project (Proyecto de Gestión Ambiental Marino Costero).  
                   
                    Executive  Director of the ASOEXPEBLA (Exporters Association). 
                   
                    Vice-President of the National Federation of Exporters. 
                   
                    Fisheries  Representative at CORPEI (Export and Investment Promotion Cooperation). 
                   
                    Private  Sector Representative at the National Council of Fishing Development.  
                   
                    Under-Secretary  of Marine Resources of Ecuador. 
                   
                    Manager  of the Port Authority of Manta.  
                   
                    Deputy  Minister of Fisheries and Aquaculture. 
                   
                    President of the Sub-Regional South-Pacific Fisheries  Management Committee. 
                   
                    President  of the Inter-American Tropical Tuna Commission (IATTC). 
                   
                    Ecuador  Commissioner for international organizations such as: WCPFC, SPFMRO, IATTC, CPPS and  FAO.  
                   
                    Moran is  the Director of Tuna  Conservation Group (TUNACONS), which is developing a  Fisheries Improvement Project for purse seining fisheries in the Eastern  Pacific. Important companies associated to this area (NIRSA, EUROFISH,  JADRAN, SERVIGRUP, and TRIMARINE) are seeking to certify  their fishery with the MSC (Marine  Stewardship Council).
